Federal Transit Administration Pilot Program for Transit-Oriented Development (TOD) Planning

 

The Federal Transit Administration awarded the North Central Texas Council of Governments (NCTCOG) a $1.4 million planning grant to help the region enhance accessibility and development around 28 Dallas Area Rapid Transit (DART) stations along the system’s Blue and Red lines.  Find out more about the FTA TOD Planning Pilot Grant and awarded 2016 projects:

Burleson Transit-Oriented Development Master Plan

Plan project description: The planned commuter rail known as the Cleburne Corridor has a proposed station in the City of Burleson.  The Burleson TOD Master Plan includes an analysis of current and future market and development conditions for the Burleson West TOD District and the historic downtown, and Old Town Overlay District.  The Plan also includes the identification of short- and long-term strategies that can be implemented in Burleson with initial bus service and a station that has the flexibility to be converted to a commuter rail station when demand and demographic thresholds are met and funding is available.  Recommendations to encourage pedestrian and bicycle access in addition to vehicle travel to the station are also provided.

Burleson TOD Master Plan

 

 

Cedar Hill City Center Concept Plan

 

Project description: This project plans for transforming the City Center of Cedar Hill into a transit, bicycle and pedestrian-oriented community positioned to take maximum advantage of its future commuter rail line stations currently known as the Midlothian Corridor. The future station will be planned as a premier transit-oriented destination, building upon unique local character, promoting community interaction, and expanding local opportunities for a sustainable future. The goal of the plan is to foster growth and development in and around the historic downtown and Main Street area, reduce emissions and VMT, improve energy conservation, and result in a more sustainable lifestyle for residents and visitors. This study provides a detailed plan and implementation program to develop the City Center as a series of three complementary districts connected by a supportive mobility network that will reinforce the location's advantages by concentrating employment, retail, entertainment, and a diversity of residential uses in Cedar Hill’s City Center.

Richland Hills Trinity Railway Express Station Transit-Oriented Development Plan

Project description: This TOD Plan includes the identification of short- and long-term strategies that can be implemented in Richland Hills to achieve sustainable development in and around the Richland Hills Trinity Railway Express (TRE) station. The plan includes the evaluation of the best methodology for mixed-use re-zoning of the property surrounding the TRE Station.  Economic plans include options regarding funding strategies such as Public Improvement Districts, Tax Increment Reinvestment Zones, and Neighborhood Empowerment Zones.  The City of Richland Hills wishes to comprehensively plan sustainable development in the corridor leading to the TRE station especially the Handley-Ederville Road corridor and the intersection of SH 121 and Handley- Ederville Road. The goal is to plan for sustainable development for the entire industrial park that surrounds the station and eventually see the industrial park evolve into an area with high-end business and residential tenants.  Click on the following link for the project area map.

Forest-Jupiter Transit-Oriented Development - City of Garland

Project description: This TOD project, planned for approximately 940 acres located in west central Garland, generally extends from Jupiter Road to Shiloh Road between Walnut Street on the north and Marquis Drive on the south.  The project location generally coincides with the Forest/Jupiter/Walnut catalyst area as identified by the Envision Garland Plan, and encompasses the Forest/Jupiter DART Rail Station, Walnut/Jupiter and Baylor Medical Center Targeted Investment Areas.  The Redevelopment Plan addresses land use, urban form and design, infrastructure, access and circulation, sustainability and housing from the perspective of two geographic levels.  It includes a market assessment for the project area.  The Plan also includes recommended catalyst projects and implementation strategies for each of the three targeted investment areas. The City of Garland City Council adopted the Redevelopment Plan on May 7, 2013.

LBJ/Skillman Urban Planning Initiative - City of Dallas

 

Project description: The LBJ/Skillman Urban Planning Initiative identifies redevelopment and new transit-oriented development opportunities to promote sustainable living, positive economic growth, cultural opportunities and a reduction in crime throughout its strategic focus area as identified in ForwardDallas!. The project area is bounded by Forest Lane on the north, Royal Lane/LBJ on the south, Atchison, Topeka & Santa Fe railroad tracks on the east, and Arbor Park Drive on the west. The land use study identifies strategies to achieve mixed-use, transit-oriented, sustainable development in the focus area.  The planning project includes the analysis of demographics, DART ridership, allowable density, mix of uses, and the pros/cons analysis of form based zoning. Parks, open space and hike/bike trail opportunities, public facility needs, and ways to promote existing and future cultural diversity are also part of the plan. Design recommendations in the plan seek to maximize access to DART rail and potential for pedestrian circulation; possible zoning changes; and illustrate proposed pedestrian atmosphere and architectural character for the study area.

LBJ/Skillman Urban Planning Initiative Study

 

 

TCU/Berry Station Area Transit-Oriented Development Plan and Form-Based Code

 

Project description: The intersection of Berry Street and Cleburne Road in Fort Worth is the proposed location of a TexRail commuter station. This plan focuses on transforming the Berry Street Corridor into a more walkable, transit-oriented, mixed use community. The project will prepare a master plan to combine market realities and vision, catalyzed by transit into a block by block plan-to-build utilizing form-based code that is also a product of this study. Building on previous studies and plans for the site, public outreach and additional analysis incorporating stormwater management and development potential will be provided. The project area includes the half-mile radius around the future TCU/Berry Transit Station and the area west of station bounded by Bowie Street on the north, Stadium Drive on the west, and Devitt Street on the south
