Total Compensation System Administration

image descriptionThe North Central Texas Council of Governments has a variety of Shared Services programs that have enabled our members in North Texas, as well as participants from across the state to realize substantial savings. We are excited to showcase a truly unique, compensation analysis system as a new offering for the NCTCOG Shared Services Program.

In December 2010, NCTCOG released a Request for Qualifications for compensation analysis services. Waters Consulting Group, Inc. (WCG) was chosen because of their new software platform which enables organizations to design custom Human Resources systems that immediately calculate the total costs of direct pay and benefits in a straightforward manner. The Human Resources E-Solutions for Compensation (HREC) system also allows local governments to test a multitude of "what-if" scenarios that may be used in budget preparation, cost analysis, and even union negotiations.

HREC platforms provide organizations the opportunity to view where employees fall within their current classification and compensation structures and how an organization compares to available market data. The unique features of this platform allow users to customize and develop a new pay system or modify their current structures using either a market-based approach or a Point Factor job evaluation methodology, helping to ensure both internal equity and external competitiveness. You don't have to be a compensation expert to effectively and efficiently maintain your pay system.

The HREC system is completely Web-based and includes email and telephone support on compensation issues. Now local government officials can manage their employee compensation programs, give their staff increased planning ability, and provide their citizens a higher level of transparency. The HREC system includes more efficient control at a fraction of traditional costs associated with such tasks.

NCTCOG members and other local governments in Texas are eligible to be some of the first users of this Web-based software platform. Entities in Texas are not required to be a member of NCTCOG to participate in this program. All entities opting to participate in the program via NCTCOG will receive a 25% discount. The contract can be accessed via an interlocal agreement with NCTCOG and a separate service agreement with WCG.
