Criminal Justice Program FY 2007 Funding Recommendations

moneyDisclaimer - If you receive a letter from NCTCOG indicating that your project is recommended to CJD for funding, this only means that your project scored above the cut off line for recommended projects (scored at least 60 points).

It DOES NOT mean that you will get funded.  CJD will make final funding decisions on our priorities based on the money available in each funding source.

The North Central Texas Council of Governments (NCTCOG) is responsible for reviewing funding requests, setting priorities, and recommending allocation priorities for Office of the Governor, Criminal Justice Division (CJD) funds for projects in this region. CJD will verify the eligibility, reasonableness and cost-effectiveness of all grant applications, and submit the eligible applications to NCTCOG for scoring. Grant applications are reviewed by the Criminal Justice Policy Development Committee (CJPDC). The Committee is appointed by, and serves at the pleasure of, NCTCOG's Executive Board. The Executive Board then votes on CJPDC's priorities.

Based on NCTCOG's priority listing, and the availability of funding at the state level, CJD will render final funding decisions. CJD did not provide the Councils of Government with tentative allocations for FY 2007. Eligible Applications are scored by the CJPDC, and those scores set the priority rankings. Below you will find NCTCOG's priority rankings for the following funding sources - Victims of Crime Act (VOCA), Criminal Justice Planning Fund 421 (421), Safe and Drug-Free Schools (SDFS), and Violence Against Women Act (VAWA). The priority listing for Juvenile Justice Delinquency Prevention (JJDP) will be posted at a later date.

  • Victims of Crime Act (VOCA) - CJD has indicated they will fund projects in priority order until the available dollars to NCTCOG are depleted. However, they do not share the allocation figures with the COGs. 
  • Criminal Justice Planning Fund 421 (421) - CJD does not yet know their allocation of Texas Criminal Justice Planning 421 funds. Once they receive notification of their allocation they will make funding decisions based on the following:
    • Continuation programs receive first priority.
    • CJD will divide the remaining funds between each of the three geographic areas (i.e., Dallas County, Tarrant County, and Balance of Region-BOR) based on the percentage identified in the spreadsheet we submit to CJD.
    • Criminal Justice Planning Fund 421 (421) / [PDF]
  • Safe and Drug- Free Schools (SDFS) - CJD has indicated they will fund projects in priority order till the available dollars to NCTCOG are depleted. However, they do not share the allocation figures with the COGs.

  • Violence Against Women Act (VAWA) - Since CJD must meet federally mandated percentages of funding, an agency's position on the priority list does not necessarily mean it will get funded. For example, CJD may need to go below a victims program to fund a law enforcement, prosecution, or court program in order to meet federally mandated statewide percentages.
  • Juvenile Justice Delinquency Prevention (JJDP) - CJD has indicated they will fund projects in priority order till the available dollars to NCTCOG are depleted. However, they do not share the allocation figures with the COGs.
