Regional Solid Waste Management Plan

The North Central Texas Council of Governments (NCTCOG) is the state-designated planning agency for municipal solid waste in the 16-county region. NCTCOG works with local public and private sector leaders and the public to analyze regional information, needs, and issues to amend the North Central Texas Regional Solid Waste Management Plan.

The NCTCOG Environment and Development Department is updating the Regional Solid Waste Management Plan. The updated plan will address emerging waste streams and evolving goals, while continuing to promote the reduction of waste and illegal dumping, the recycling and reuse of materials whenever possible, and the handling of waste safely at permitted facilities. Topics addressed include regional goals, demographics, solid waste infrastructure and demand, and modified implementation actions.

Current Regional Solid Waste Management Plan

Planning for Sustainable Materials Management in North Central Texas

In 2015 the NCTCOG began updating this document to reflect the evolution of solid waste management in North Central Texas from 2002 to 2015; goals of the regional solid waste advisory committee the Regional Conservation Council; updated recommendations and actions to achieve greater impacts and address emerging trends in materials management in North Central Texas; and seeks to establish metrics that can be used to assess impacts of programs and projects over a long-term horizon.

The first Regional Solid Waste Management Plan for North Central Texas was published in 1990; with a subsequent amendment of that document in 2002 that was approved by the TCEQ Commissioners in 2007.

Resource Conservation Council

The Resource Conservation Council (RCC) is comprised of stakeholders representing local governments, the private sector, and other partners involved in solid waste management. They are serving in a technical capacity to review and provide input on the Regional Solid Waste Management Plan update.

Solid Waste Resources

The North Central Texas Council of Governments (NCTCOG) maintains a Solid Waste Reference Library. Some of the items available on-line through the Internet may not be available in hard copy. The reference library is available to the public for use at NCTCOG offices, located at 616 Six Flags Drive CP III (third floor), Arlington, Texas, during regular business hours.

As the regional planning agency, the NCTCOG has produced a number of studies reviewing and analyzing solid waste issues in the planning region. A link to the studies can be found in the link below.

Funding for Materials Management

Every two years the North Central Texas Council of Governments (NCTCOG) receives funds generated by landfill tipping fees from the Texas Commission on Environmental Quality. The NCTCOG uses a portion of these funds to offer solid waste grants to eligible entities.
