The North Central Texas Council of Governments (NCTCOG) is designated by the Texas Commission on Environmental Quality (TCEQ) as the regional planning agency for municipal solid waste management in the 16-county North Central Texas region. A public meeting is scheduled to learn about grant funds available from TCEQ to implement the Regional Solid Waste Management Plan for North Central Texas. These grant project funds are passed through from TCEQ to all regional planning agencies.
This is your opportunity to discuss and comment on the draft FY2012-2013 Regional Solid Waste Management Funding Process document that describes grant funding possibilities for all eligible entities in North Central Texas. Learn how approximately $633,500 is available for local and regional solid waste management projects on a competitive basis for FY2012 and 2013. The regional solid waste advisory committee, NCTCOG’s Resource Conservation Council, invites local governments, private solid waste service providers and recycling companies plus any interested person to this public meeting.

NCTCOG serves a 16-county region of North Central Texas, which is centered around the two urban centers of Dallas and Fort Worth. NCTCOG has over 240 member governments including 16 counties, numerous cities, school districts, and special districts. Among its responsibilities, NCTCOG is the state-designated planning agency for municipal solid waste for its 16-county region, as are the other 23 regional councils in Texas for their regions. Advising NCTCOG’s Executive Board is the Resource Conservation Council (RCC), with membership from local governments, the private service providers, special districts, school districts, environmental and public interest groups.
Each biennium, the State Legislature reviews the status of the regional solid waste program and appropriates funds collected from tipping fees at solid waste facilities statewide. The Texas Commission on Environmental Quality (TCEQ), which oversees the municipal solid waste program, receives one-half of the appropriated funds for its work. The remaining half is allocated statewide based on a formula recommended through the Texas Association of Regional Councils and approved by TCEQ, with consideration to population, number of local governments, waste generated and other factors.
As the regional planning agency, NCTCOG has a myriad of responsibilities per state regulations and guidance, not the least of which is to prepare a comprehensive regional solid waste management plan for TCEQ approval, and to regularly update this document which is called the SEE Less Trash Regional Solid Waste Management Plan. A portion of the allocated funds is used by NCTCOG to carry out these responsibilities. The majority of funds are made available to eligible local entities to carry out the goals and objectives of the regional plan.
