Municipal Separate Storm Sewer System (MS4) Permits

An MS4 is a publicly-owned or operated stormwater drainage system designed to collect or convey stormwater. Medium and large MS4s (Phase I) and certain small MS4s (Phase II) are regulated by the TCEQ.

Phase I

Phase Is are generally covered by individual permits, which require medium and large MS4s serving a population of 100,000 (based on the 1990 Census) or more to obtain permit coverage for their stormwater discharges under the Texas Pollutant Discharge and Elimination System (TPDES).

Phase II (TXR040000)

Phase IIs are generally covered by a general permit, which requires small MS4s in urbanized areas (UAs), as well as small MS4s outside the urbanized areas that are designated by the Texas Commission on Environmental Quality (TCEQ), to obtain TPDES permit coverage for their stormwater discharges.
