Assuring Capacity for Trash Subcommittee
In the Regional Solid Waste Management Plan for North Central Texas, the vision of success for Assuring Capacity for Trash is that remaining waste should be handled in a safe manner at authorized facilities. To deal with this challenge, the Assuring Capacity for Trash Subcommittee was created from the Resource Conservation Council (RCC). It is comprised of local government solid waste disposal and environmental health staff, private sector service providers and public interest groups.
In 2008, the Texas Commission on Environmental Quality (TCEQ) reported that landfill disposal was 33.08 million tons. Using the state population of approximately 24,326,974, the per-capita landfill disposal rate for Texas in 2008 was 7.4 pounds per person, per day. The Subcommittee works to address the common issue of increasing amounts of residential and commercial trash being generated by a growing population. They also advocate the need to plan for maintaining sufficient disposal capacity for the region by assessing adequacy of the existing facilities.
As new or amended state permits for disposal facilities occur, the Subcommittee determines if these installations demonstrate compliance with the Regional Solid Waste Management Plan.
The permit applicant undergoes a review of their request through a formal meeting of the Subcommittee. A “Regional Review of MSW Facility Application” is presented by the applicant and is evaluated by the Subcommittee for conformance. If the group finds that the permit request complies with the Regional Plan, the Subcommittee’s recommendation of approval is presented to the RCC for a vote. Their vote is then forwarded to TCEQ and the applicant.
It is also a requirement of TCEQ for NCTCOG to maintain an inventory of closed and abandoned landfills. The Assuring Capacity for Trash Subcommittee oversees this requirement with support of NCTCOG staff.
