The 2012 State Administrative Agency (SAA) guidance for grant eligibility has not yet been released. However, there are some eligibility requirements you can work on in the mean time. First, your jurisdiction must complete the 2011 NIMSCAST assessment. The deadline to have your jurisdiction's 2011 NIMSCAST completed is September 30, 2011.
Another requirement you can work on is your jurisdictions Emergency Management Plan (EMP). The plan must be at an intermediate level of preparedness and must maintain that status throughout the performance period of the grant.

FY2011
The 2011 State Administrative Agency (SAA) guidance for grant eligibility has been released. There are 5 requirements which must be completed to be eligible to receive grant funding in FY2011. First, your jurisdiction must have completed the 2010 NIMSCAST assessment. The deadline to have your jurisdiction's 2010 NIMSCAST completed was September 30, 2010.
Second, you must register your jurisdiction with the Texas Regional Response Network (TRRN). If you have any deployable assets bought with Homeland Security Grant Program (HSGP) funds with a value of $5,000 or more, it must be entered into the TRRN. The deadline for this requirement is May 16, 2011.
The third requirement is that your jurisdiction’s Emergency Management Plan (EMP) must meet an intermediate level of preparedness and be without deficiencies by June 1, 2011. All annexes must remain up to date throughout the performance period of the grant.
The fourth requirement is the A-133 Audit. Jurisdictions who received federal funding of $500,000 or more in a fiscal year is required to conduct an organization-wide financial and compliance audit report. Please go to OMB Circular A-133 for more information.
Finally, the chief elected official or authorized designee of your jurisdiction must sign the 2011 NIMSCAST/TRRN/A-133 Audit certification form which verifies that your jurisdiction has completed all necessary eligibility requirements for FY2011. The deadline for this requirement is May 16, 2011. The form is provided in the resources section below.
