State Homeland Security Program Grant (SHSP)

The State Homeland Security Program (SHSP) grant is appropriated by the Department of Homeland Security and is designed to enhance the ability of local governments to prevent, protect against, respond to, and recover from terrorist attacks and other disasters.  In 2011 the North Central Texas Region received a SHSP award of $1,791,632.  This award was allocated by the Regional Emergency Preparedness Advisory Committee (REPAC) through a competitive application process.

Before REPAC begins the application process, it develops a Regional Implementation Plan (RIP) that sets goals, objectives, and tasks that need to be met in order to address the needs of our region and fulfill DHS priorities in addressing terrorist attacks and other disasters.  After developing the RIP, REPAC begins the application process by defining regional funding priorities that all projects must fall into.  These priorities are in line with carrying out the RIP.  For the 2011 grant year, these priorities are Interoperable Communications and Emergency Response limited to Regional Specialized Teams.  After defining priorities, REPAC calls for projects across the region through an interactive web based form (November).   All projects are collected and scored by REPAC and its expert subcommittees based on how projects meet regional priorities (December).  Projects are funded down the list depending on available funds.  More information can be found in the following documents or by contacting the SHSP Specialist though the link below.
