PER-222 - Public Safety WMD Response - Sampling Techniques and Guidelines

Description: This course will prepare hazardous materials (HazMat) teams within State and local emergency response agencies to conduct public safety operations at weapons of mass destruction (WMD) sites in a safe and efficient manner consistent with established crime scene/evidentiary guidelines established by the Federal Bureau of Investigation. The course will challenge participants to develop a systematic approach to managing a WMD scene in which the public’s safety is at risk. The course evolves from traditional problem-based classroom activities into a series of scenario-based practical exercises.

This course serves as a pre-requisite for the PER-226: Advanced Chemical/ Biological Integrated Response course delivered at the Dugway Proving Grounds.

Objectives:

Participant will be able to articulate the course purpose, goals and objectives, summerize how course materials can be applied to meet public safety WMD response and sampling performance requirements; and explain the participant performance evaluation process.
Participants will be able to respond to potential WMD events in an organized and systematic manner, and follow the logic of public safety processes and procedures.
Participants will be able to identify basic sampling tactics, techniques, and procedures and follow WMD sampling protocol.
Participants will be able to perform various sampling tehniques by selecting the appropriate technique and equipment based on the incident conditions. Participants will aslo select proper labeling techniques and respond appropriately to various HazMat incidents.
Special Instructions: Prerequisites:

Participants should be able to provide verification of the following:

• Successful completion of a WMD awareness-level training course.
• Assignment to a supervisory position or a position responsible for development and delivery of training focused on responding to a WMD incident; or, assignment to a supervisory or management position responsible for the development of departmental policies and procedures governing the actions of emergency responders during WMD incidents.
• Current HazMat technician-level certification.
• Respiratory medical clearance for wearing Level C PPE (per 29 CFR 1910.134).
• Demonstrate a "need-to-know" job function required to support, supervise, and/or work with individuals responsible for collecting, receiving, or processing samples from a contaminated environment qualifies participant at a secondary level.
• Government-issued identification card.
• Familiarity with biological and chemical agents (recommended).
