Federal Performance Measures

Metropolitan Planning Organizations (MPOs) like NCTCOG are required by MAP-21 and the FAST Act to monitor and set targets for a specific set of performance measures covering various aspects of the transportation system under their jurisdiction. A series of rulemakings promulgated by the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) specifically define the measures, calculation procedures, target-setting processes, and reporting requirements. The measures are generally grouped and reported by rulemaking.

For these measures, local, regional, and state partners are committed to cooperatively developing and sharing information including raw transportation performance data, performance targets, and performance reporting.

As appropriate, the Regional Transportation Council (RTC) continues to take target-setting actions for these measures. These measures are a key component of NCTCOG Transportation’s broader push into performance measurement and performance-based planning and are being incorporated into planning documents like the Metropolitan Transportation Plan (MTP) and the Transportation Improvement Program (TIP) as required.
