Subscription-Based Software Plus Services Solution
NCTCOG takes its mission to provide assistance to our member governments and other public sector entities in our region seriously. Recognizing that citizens prefer to have tax dollars spent in areas such as public safety, libraries, streets and parks rather than administrative and support costs, NCTCOG continues to explore and establish new programs that can help our local governments meet their ongoing technology and support service requirements.
NCTCOG, in recognition of continuing budget challenges, has added another offering to the Shared Services Program. Through a contract with Tectura Corporation, financial, human resources, payroll, utility billing, work order, permitting, CRM and other software can be licensed and implemented as needed. The program allows entities to either purchase and implement the software through traditional methods or use a subscription model and pay based only on use of the software. The program is set up so entities can select any combination of modules to meet their current needs. If an entity has a financial system that meets their requirements but needs a human resources system, they can select only the human resources modules. If an entity only needs a utility billing system, they can purchase only that module.
How can this program be accessed? By simply signing an Interlocal Agreement with NCTCOG, entities have access to the contract with Tectura. If the draft contracts that have been prepared in advance to streamline the process are acceptable, they only need to be executed and the scope of work tailored to meet the specific entity’s needs. If there are terms in the draft contracts that entities prefer to modify, that is also acceptable.
The goal of this program is to provide entities access to software that will meet the needs of governmental agencies. The competitive purchasing requirements for selection of the software have been met by the NCTCOG process that included issuing a request for proposals and selecting the Tectura proposal through a process of proposal evaluations. This removes the cumbersome, time-consuming and costly software procurement process for entities selecting this solution.
