Regional Emissions Enforcement Program  (REEP)                 

Regional Emissions Enforcement Program LogoThe Regional Emissions Enforcement Program (REEP) was developed to help identify and remove high-emitting vehicles from roadways with counterfeit, expired, fictitious, fraudulent, improper and stolen State inspection and registration certificates. REEP takes a four pronged approach including: conducting covert operations on State vehicle emissions inspection stations to identify and prosecute inspectors performing improper inspections, finding and prosecuting dealers and manufacturers of fictitious or counterfeit inspection certificates, investigating and pursuing civil litigation against car dealers selling improperly inspected vehicles and on-road emissions enforcement of vehicles traveling in our region.

The North Central Texas Council of Governments (NCTCOG) coordinates with County Judges, Justice Courts, District Attorneys, Sheriffs, Constables, local Police Departments, the Texas Department of Public Safety (TxDPS), the Texas Commission on Environmental Quality (TCEQ) and various local impound lots to administer REEP. The success of REEP is tracked through the Regional Emissions Enforcement Program Database, a sub-database of the NCTCOG Emissions Database (NED). Law enforcement officers participating in the Program can enter citations issued for inspection and registration certificate violations, smoking vehicle violations, truck lane restrictions and anti-idling restrictions. Entering citations into this sub-database provides officers with the unique ability to have access to citations written across multiple jurisdictional boundaries.

NCTCOG offers a comprehensive TCLEOSE accredited training course through the Regional Police Academy (Environmental Law Section) to educate local law enforcement officers and dispatchers on vehicle emissions-related laws and teach them how to utilize NED to identify counterfeit, expired, fraudulent, fictitious, improper and stolen State vehicle emissions inspection certificates. This course also encourages collaboration between counties and cities to increase enforcement efforts. Each county is encouraged to develop an Emissions Enforcement Program tailored to their individual county’s needs and available resources. Ultimately, NCTCOG would like to develop the North Central Texas Regional Emissions Enforcement Council with representation from each of the nine nonattainment counties, TXDPS and NCTCOG.

REEP is a part of the Weight of Evidence in the current State Implementation Plan

NCTCOG’s Regional Emissions Enforcement Program (REEP) was recently awarded a 2010 Clean Air Excellence Award by the Environmental Protection Agency (EPA) for assisting local law enforcement agencies with reducing the number of fraudulent and illegal emissions inspections activities.
