Taxicab and limousine owners who hold an operating permit within at least one of the Dallas-Fort Worth (DFW) ozone nonattainment counties (Collin, Dallas, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall, or Tarrant) may have been eligible to receive funding toward the purchase of a low-emitting vehicle.

Retired vehicles must have:
- Been registered and have operated as a taxicab in the DFW ozone nonattainment counties of Collin, Dallas, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall, or Tarrant for the past 12 months.
- Passed a Department of Public Safety (DPS) safety inspection within the last 15 months of application.
- Been rendered inoperable once replacement vehicle is obtained.
Replacement vehicles must:
- Have had an Environmental Protection Agency (EPA) engine standard of Tier 2 Bin 3 or cleaner, OR,
- Have had a California air Resource Board (CARB) engine standard of Super Ultra Low Emitting Vehicle (SULEV), OR,
- Not have had nitrogen oxide emissions greater than 0.03 grams/mile (see Acceptable Vehicles List).
- Have been the current model year or previous two model years.
- Not have had an excess of 30,000 miles on the odometer.
- Have had a gross vehicle weight not exceeding 10,000 pounds.
- Have m et regulating authority specifications.
- Have operated as a taxicab or limousine within the DFW ozone nonattainment counties for a minimum of three consecutive years immediately following purchase.
