Department of Energy (DOE) Implementation Initiatives to Advance Alternative Fuel Markets [NEW]

The DOE's Department of Energy Efficiency and Renewable Energy (EERE) is accepting applications for projects that address and assist in reducing multiple barriers to alternative fuel vehicle adoption and use. The Clean Cities program has identified the following obstacles to alternative vehicle use: 1) Policies, 2) Barrier Reduction, 3) Safety and Training and 4) Market Development. $5 million is available for projects that remedy these obstacles. Texas Commission on Environment Quality (TCEQ) Alternative Fueling Facility Program [NEW]
[Deadline: July 31, 2012]
Approximately $2.3 million in funding is available to private and public entities to provide fueling facilities in the nonattainment areas of Texas. The TCEQ Alternative Fueling Facility Program is part of the Texas Emissions Reduction Plan (TERP)
and is offered to eligible entities that intend to build refueling stations that dispense alternative fuels within the Environmental Protection Agency's (EPA) defined nonattainment areas. Eligible fuels include biodiesel, hydrogen, methanol, natural gas, electricity and propane.
Texas Alternative Fuel Fleet Pilot Program [NEW]

The Texas Railroad Commission has announced they will make about $700,000 in grants available to help public fleets such as those operated by school districts, cities and counties, purchase new ultra-low emission natural gas vehicles. Matching funds for the purchase of the vehicles must come from non-federal sources. Public fleets statewide are eligible to apply for these grants, regardless of the fleet location’s air-quality classification.
Environmental Protection Agency (EPA) National Clean Diesel Funding Assistance Program [NEW]

Approximately $20 million in grant funding is available for projects that reduce emissions from existing diesel engines through a variety of strategies including, but not limited to, emission control and idle reduction technologies; cleaner fuels; engine upgrades or replacements; and/or vehicle or equipment replacements. Under this grant program, funding is restricted to the use of technologies, fuels, and engines that have been verified or certified by the EPA or California Air Resources Board (CARB).
Fuel Cell Powered Airport Ground Support Equipment Deployment [NEW]

The Energy Department has announced up to $2.5 million available this year to demonstrate and deploy fuel cell electric vehicles for transporting passenger baggage at major US airports.
AirCheck Texas Drive a Clean Machine Program
[Accepting Applications for Vehicle Repair Assistance]
This program is designed to help owners of high-emitting vehicles comply with vehicle emissions standards and contribute to improving regional air quality by offering financial incentives to remove these vehicles from the roadways. Up to $600 for emissions repair assistance is currently available. Recipients must meet income requirements and vehicles must meet certain conditions.
Cascade Sierra Solutions Financing Opportunities

Cascade Sierra Solutions (CSS) is offering financing to assist with truck and/or trailer replacements, SmartWay verified equipment upgrades and other clean diesel retrofits for in-use vehicles. Trucks based and operating anywhere in the United States are eligible to apply.
Clean Cities National Parks Initiative

The US Department of Energy’s Clean Cities Program and the US Department of the Interior’s National Park Service (NPS) are accepting proposals for transportation-related projects that use renewable and alternative fuels, electric drive and advanced vehicles, and fuel-saving initiatives and reduce petroleum use and benefit air quality. Individual NPS units must work with one or more Clean Cities coalition during the project-development process. Community Development Transportation Lending Services (CDTLS)
CDTLS is providing financial assistance to truck drivers under the Environmental Protection Agency's (EPA)
SmartWay Clean Diesel Finance program. Loans are available to help smaller trucking firms purchase used trucks that have been or will be upgraded with emission-reduction and/or idle-reduction technologies which have been verified by EPA SmartWay or California Air Resources Board (CARB).

H-GAC Drayage Loan Program

The H-GAC Drayage Loan Program is eligible to independent owner operators and trucking companies servicing the Ports in the H-GAC region. Qualifying applicants can apply for financing to replace their older drayage trucks with cleaner, safer and more fuel efficient models, and may receive loans between $5,000 and $100,000 to cover the difference between the cost of the vehicle and incentive grant.
Shorepower Truck Electrification Project (STEP) [UPDATED]

The US Department of Energy has partnered with Cascade Sierra Solutions to fund a rebate program for eligible battery operated Heating, Ventilation and Air Condition (HVAC) systems. Truck drivers may apply for up to 20 percent of the purchase and installation cost of eligible equipment that can connect to the power grid or operate on battery power is available under the STEP rebate program.

SmartWay Finance Center

EPA's SmartWay Transport Partnership includes a new financing resource where buyers of clean trucks and other emissions and fuel-saving technologies can submit one application and have multiple lenders compete for their business. The SmartWay Program has consolidated interested private lenders into one network where they can view applications from buyers seeking cleaner and more fuel efficient vehicles and equipment. US Department of Agriculture (USDA) Rural Energy for America Program (REAP)
Provides loan guarantees and grants to agriculture producers and rural small businesses to purchase and install renewable energy systems and make energy-efficient improvements. Renewable energy systems include those that generate energy from wind, the sun, biomass, geothermal sources, or that produce hydrogen from biomass or water using renewable energy, and ocean and hydroelectric source technologies. This program also includes grants for installation of E85 refueling pumps. A map of eligible areas is available here.
