Planning for Livable Military Communities

Project Description  
Through a partnership with the North Central Texas Council of Governments, the cities of Benbrook, Fort Worth, Lake Worth, River Oaks, Sansom Park, , Westworth Village, and White Settlement, in conjunction with Tarrant County, a need was identified to conduct planning studies for the area surrounding the Naval Air Station Fort Worth, Joint Reserve Base (NAS Fort Worth, JRB).


This need stemmed from a previous Department of Defense funded Joint Land Use Study that identified 17 actions for the local governments to support compatible development; from base initiatives; and from community identified goals to evaluate transportation options, support economic development initiatives, evaluate housing and retail markets in the area, and complete local government comprehensive plan updates. This project, referred to as Planning for Livable Military Communities (PLMC) is funded with a US Department of Housing and Urban Development (HUD) Community Challenge Grant.

Project Location
The focus area for this project is an area representing approximately a 2.5 mile buffer from the base. This area encompasses the majority of the partner communities and is consistent with efforts to encourage housing and transportation choices closer to the base.

Project Oversight
This project is an initiative of the Regional Coordination Committee member cities. A Project Advisory Committee (PAC) has been established to oversee the day to day coordination with the lead consultant firm and NCTCOG staff. The PAC is comprised of staff from local governments that are current members of the RCC along with staff from other key agencies that have an interest in the project. The PAC provides technical oversight and input into the planning process, assists in coordinating public notices and scheduling public meetings, provides local data and public planning documents to the consultant, and is the lead point of coordination for their organization.

Scope, Tasks, and Schedule      
  
This project consists of four major tasks:
     1 – Housing and Retail Feasibility Study
     2 – Sustainable Transportation Options
     3 – Review of Ordinances and Military Compatibility Guidelines
     4 – Local Government Comprehensive Plan Updates

Schedule

The project is expected to take 24 months to complete, beginning January 2012 and ending December 2013.
