The Congestion Management / Travel Demand Management (TDM) Project Implementation program area provides for the effective management of new and existing transportation facilities through development and implementation of congestion management strategies, programs, and projects. It also focuses on implementing strategies that attempt to reduce the demand for single-occupant vehicle travel on roadways by offering alternatives to driving alone.
