Alternative Futures Policy Program |
As part of Mobility 2030, the Regional Transportation Council (RTC) approved the Alternative Futures Policy Program. Through this program, the RTC will take an aggressive approach to increasing the number of areas in the region in which sustainable development projects may be built by right. The program goals will be achieved through the following four-step process.
1. RTC approves Alternative Future Policy Program in Mobility Plan.
2. Staff/Local Governments develop draft ordinances.

3. RTC approves alternative future model ordinances.
4. Local Government adopts alternative future model ordinances.
Model ordinances will focus on the following policy topics:
- Transit-Oriented Development
- Infill Development
- Redevelopment of areas with a high level of low income households/unemployment
- Preservation of aviation zones
- Preserve rural/agricultural areas
- Freight-Oriented Development
- Bicycle/Pedestrian tied to land use
- Mixed-Use Development
- Affordable housing
