NCTCOG Brownfields Revolving Loan Fund Program
The North Central Texas Council of Governments (NCTCOG) is
interested in promoting the cleanup and redevelopment of
brownfield sites that would potentially serve as future transit
oriented developments or provide for other sustainable
developments.
As defined by the EPA, a brownfield is "real property, the expansion,
redevelopment or reuse of which may be complicated by the
presence or potential presence of a hazardous substance,
pollutant or contaminant."
Brownfields can result in vacant land which can contribute to not only the degradation of the site itself but the surrounding area as well. Cleanup and redevelopment of brownfields encourages sustainable development by allowing for infill development of those under utilized sites.

Petroleum Site Cleanup Workshop - October 13, 2010
NCTCOG conducted a Petroleum Site Cleanup Workshop for participants to learn about funding availability, project eligibility, and the TCEQ/RRC/EPA-NCTCOG Brownfield Petroleum Programs. NCTCOG has loans and limited subgrants available for cleanup of petroleum contaminated sites through the NCTCOG Brownfields Revolving Loan Fund (RLF) Program. Representatives from
the Environmental Protection Agency (EPA), Texas Commission on Environmental Quality (TCEQ), and the Railroad Commission of Texas (RRC) were present to answer questions.

Call for Projects
Each year the United States Environmental Protection Agency releases a Request for Proposals for the Brownfields Redevelopment and Cleanup Grant Program. In December 2006, NCTCOG, along with Dallas Area Rapid Transit, Denton County Transportation Authority, Fort Worth Transportation Authority, and Cletrans-City of Cleburne/Johnson County formed the North Central Texas Brownfields Coalition (NCTBC) and prepared a proposal for an Environmental Protection Agency Brownfields Program Revolving Loan Fund (RLF) Grant. The RLF Grant provides funding for the capitalization of a revolving loan fund to provide no-interest loans to carry out cleanup activities at brownfield sites throughout the region. In May of 2007, NCTBC was awarded a $3 million EPA Brownfields RLF Grant, $1.5 million was allocated for clean up in both categories of contamination: hazardous substances and petroleum. It is NCTBC's intention that the funding be utilized to clean up sites that will eventually be used for sustainable and transit-oriented developments.
The Regional Transportation Committee approved clean up projects for sites that were contaminated with hazardous substances in April 2010. Up to $1.5 million is still available for clean up projects that are contaminated with petroleum substances. Subgrants are limited to $200,000 per site. Loans are available at
zero percent interest and with no fees and payback starting in 2012.

A Phase I and Phase II site assessment is required for the RLF Program. The Targeted Brownfields Assessment program allows the EPA to offer a free brownfield evaluation.
