TOD Case Studies Seminar: Friday, February 20, 2009
On February 20, 2009, NCTCOG co-hosted, with the American Planning Association North Central Texas Chapter, the TOD Case Studies seminar. The Cities of North Richland Hills and the Carrollton were the two cities showcased for their current TOD zoning efforts. Both cities have been proactive in planning and zoning for the future rail stations that each city is anticipating.
Eric Wilhite, AICP presented on the current TOD zoning changes in the City of North Richland Hills. Mr. Wilhite is the Chief Planner for the Planning and Development department at the City of North Richland Hills. He has worked closely with the Fort Worth Transit Authority (the T) as it relates to the station area planning for the future transit stops on the Southwest to Northeast (SW2NE) commuter rail plan. The SW2NE is the driving force for the City to develop a TOD code for the surrounding area of the two anticipated stations, Iron Horse and Smithfield. Mr. Wilhite is working closely with the consulting firm, Gateway Planning Group, who is assisting the City in the development of the TOD code and he has met with effected property owners, stakeholders, and citizens. Mr. Wilhite presented on the latest joint Planning & Zoning Commission and City Council work sessions where the draft version of the proposed TOD code was discussed. His presentation can be viewed here.
Chris Barton, AICP presented on the past and current TOD zoning efforts occurring in the City of Carrollton. His presentation can be viewed here. Mr. Barton is the Chief Planner for the Urban Development Department at the City of Carrollton. He has worked on the planning and zoning from the beginning when the City took the initiative to plan for the transit stations that would be located in Carrollton. The Dallas Area Rapid Transit (DART) agency is planning on opening the light rail Green Line in 2009. Three stations will be located within the Carrollton city limits, Downtown Carrollton, Trinity Mills, and North Carrollton/Frankford station. The City of Carrollton’s TOD website provides a chronology of events along with reports of the City’s plans for the stations.
