NCTCOG Information Related to the American Recovery and Reinvestment Act of 2009

The American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law by President Obama on February 17, 2009.  It is an unprecedented effort to jumpstart our economy, create or save millions of jobs, and put a down payment on addressing long-neglected challenges so our country can thrive in the 21st century.

The Act is an extraordinary response to a crisis unlike any since the Great Depression, and includes measures to modernize our nation's infrastructure, enhance energy independence, expand educational opportunities, preserve and improve affordable health care, provide tax relief, and protect those in greatest need.

As the federally designated Metropolitan Planning Organization (MPO) for the Dallas-Fort Worth area, the NCTCOG Transportation Department and Regional Transportation Council (RTC) received American Recovery and Reinvestment Act (ARRA) funding.

The MPO is also coordinating with local, regional, and State partners for several other ARRA funding programs related to transportation and air quality.

   Roadway & Transit
The RTC is the policy body for the MPO and consists of 43 local elected or appointed officials from the metropolitan area and representatives from each of the area's transportation providers. The RTC was responsible for selecting $143 million in roadway projects and $93 million in transit projects. The project selection process included input from transportation partners, elected officials and the public.

Additionally, the RTC coordinated with the Texas Department of Transportation (TxDOT) which also received ARRA funds -- some
of which were allocated to North Texas projects as selected by the Texas Transportation Commission.

   Clean Vehicle & Infrastructure Funding

NCTCOG FUNDING OPPORTUNITIES AND AWARD ANNOUNCEMENT DETAILS

NCTCOG, in conjunction with Dallas-Fort Worth Clean Cities, coordinated competitive grant applications on behalf of the region for ARRA funds available from the Environmental Protection Agency (EPA) and Department of Energy (DOE).  Prior to submitting these proposals, NCTCOG administered a Call for Partners to determine specific projects to be included in the grant submittals.  Additional details are available on the Air Quality Funding Opportunity Archives Web page.

EPA Funding: National Clean Diesel Funding Assistance Program
On April 28, 2009, NCTCOG submitted 12 proposals totaling more than $48 million to the EPA for competitive grant funding made available under the National Clean Diesel Campaign.  EPA awarded partial funding to two of these proposals, totaling approximately $3.7 million. 

Department of Energy Funding: Petroleum Reduction Technology Projects
On May 29, 2009, NCTCOG and DFW Clean Cities submitted a proposal to the DOE for funding made available under the Clean Cities FY09 Petroleum Reduction Technologies Projects for the Transportation Sector, Area of Interest 04
DOE announced grant recipients on August 26 and awarded full funding, approximately $13.2 million, to the proposal submitted by NCTCOG.  

Clean Fleets North Texas:  Recovery Act Call for Projects [CLOSED]
NCTCOG was awarded $2.5 million from the Texas State Energy Conservation Office's ARRA Transportation Efficiency Program and has subawarded funds to governmental entities in the Dallas-Fort Worth ozone nonattainment area for projects which increase the use of alternative fuel and advanced technology vehicles and infrastructure.  Priority has been given to projects in two emphasis areas: Electric Vehicles/Infrastructure and Natural Gas Vehicles/Infrastructure.  More information is available here

NCTCOG hosted an informational workshop on April 22, 2009. 

Department of Energy Funding: Expansion of Infrastructure for Higher Ethanol Blends [Closed]
Applications were due to the Department of Energy by September 30, 2009.

   Transportation Investment Generating Economic Recovery (TIGER) Programs I & II

Through the U.S. Department of Transportation, up to $1.5 billion in ARRA funding was available nationally through September 30, 2011, for the Transportation Investment Generating Economic Recovery (TIGER) Discretionary Grant Program.  Funding was awarded on a competitive basis to State and local governments for capital transportation investments that will have a significant impact on the Nation, a metropolitan area or a region.

The U.S. DOT published a revised Federal Register notice June 17, 2009, announcing funding availability, project selection criteria and application requirements.

  • Long-term outcomes
  • Job creation and economic stimulus
  • Innovation
  • Partnership

NCTCOG staff and the RTC worked with transportation partners to apply for TIGER funding.

 

   Traffic Signal Funding

Texas State Energy Conservation Office (SECO) Funding: Transportation Efficiency Program
Through a competitive grant process, SECO offered $6 million for traffic signal projects including the synchronization of traffic signals through the installation, updating and/or maintenance of traffic synchronization technologies and/or the replacement of traffic signal lights with light emitting diodes (LEDs).

Eligible projects:

  • Signal retiming
  • Replacement of old lights with new energy efficient LED lighting
  • Purchase of new signals
  • Replacement of existing traffic signal control hardware to accommodate enhanced signal operations
  • Costs associated with monitoring new signal timings to ensure the synchronization plan is working

Additionally, the replacement of traffic signals and street lighting with energy efficient lighting technologies like light emitting diodes was specifically mentioned as an eligible project.

   High- & Higher-Speed Rail

High-speed rail is included in Mobility 2035, the long-range, multimodal transportation plan for the Dallas-Fort Worth metropolitan area.

A total of $13 billion in ARRA funding was designated for high-speed rail in the nation.  For development of the national network of corridors, $8 billion was available; and an additional $1 billion per year for five years will be available.

Guidelines and goals of the ARRA high-speed rail funding were outlined in the June 11, 2009, presentation to RTC [PDF].

The pre-application deadline was July 10, 2009, and the Texas Department of Transportation submitted rail projects—several of which are in North Texas.
