      <abstract>TASK NAME: 2013 North Central Texas Council of Government (NCTCOG) Digital Orthoimagery Project. The 2013 NCTCOG orthoimagery project includes data captured at the following specifications: New 2013 1” = 100’ scale 4-band orthoimagery. The project area consist of the following: Denton, Collin, Tarrant, Dallas, and Rockwall Counties. Along with portions of Wise, Parker, Hood, Johnson, Ellis, and Kaufman.  </abstract>
      <purpose>NCTCOG’s goal is to develop and/or update certain geospatial data sets for use by local government agencies, other levels of government, academia, and the general public. Data from this project forms the foundation of the base map, and were developed primarily to support multi-use applications, including homeland security, emergency management, economic development, and the business of government. </purpose>

Digital output from the Entity’s Use of the NCTCOG Data Product may be resized as desired and printed on black and white, color printers, or map plotters.  Such printed hardcopies may be distributed to the Entity’s officers, employees, citizens, contractors, or other persons in the regular course of business for their internal use or in connection with an actual transaction.  Such printed output may be further copied, photographed, or reproduced digitally on the Internet.  The Entity may charge a fee for such hardcopy printouts that exceed the actual direct cost of production.  Without the prior written consent of NCTCOG, the Entity may not otherwise provide copied, digitized, reproduced, transmitted or disseminated, in whole or in part, any of the original digital data product in any form.

        <procdesc>A total of 447 flights were flown from January 20, 2013 through April12, 2013 at a minimum resolution of 6-inch. The NCTCOG Orthoimagery Project covering aproximatly +/- 5,777 square miles. 
The imagery for this task order was acquired using the Z/I DMC-I and DMC-II digital frame-based cameras capable of collecting 4-band imagery including near-infrared simultaneously.
All airborne GNSS and IMU data was post-processed and quality controlled using Grafnav Waypoint software and Applanix POSPac 5.4 software. GNSS data was processed at a 1 or 2 Hz data capture rate and IMU data was processed at 200 Hz.
The data collected by Woolpert’s team was processed and quality controlled immediately.

        <procdesc>Images were aerotriangulated to finalize their external orientation.  Intergraph ISAT and GeoMedia Pro were used to perform digital point matching/mensuration/block adjustments and quality control queries respectively.  FME was used to perform checks for point distribution, missing photo measurements and total measurement coverage.  Final block adjustments were evaluated at sub pixel accuracy.  </procdesc>

        <procdesc>Images were orthorectified to remove distortions caused by changes in the elevation of the terrain.  The orthorectification process used an exponential interpolation method and a ground elevation sampling interval of sixteen pixels from DEM surfaces that were reprojected and translated to the desired format for the process.  All orthorectified images were clipped to provide the most nadir areas with sufficient overlap for quality mosaicking.  The exception was areas of true orthorectification and large highway interchanges in which full frame rectification was used.  Intergraph Imagestation OrthoPro was the software used for the orthorectification. Images were color balanced and color corrected individually to ensure color consistency between flight lines, times of day, and dates of capture.  Images were mosaiced into large aggregate tiles.  Automatic seamlines using the feature detection method and shapefiles of building outlines were used to combine the most nadir components of individual images.  Aggregate tiles were again tonally balanced and color corrected with the entire project in view. A second global color adjustment was performed to minimize color changes across images and checked for consistency of color balance across the entire project area. Project deliverable tiles were cut from the mosaic and formatted for delivery. Trimble OrthoVista, Seam Editor, GeoMedia Pro was the software used to perform these steps. </procdesc>
