TASK NAME: 2021 North Central Texas Council of Government (NCTCOG) Digital Orthoimagery Project.
The North Central Texas Council of Government (NCTCOG) program is a five-year contract to perform Photogrammetric, Surveying, and GIS services. On a yearly basis, NCTCOG coordinates with local public agencies to determine the need for geospatial services. Based on participant interest the project area and project deliverables will be defined each year by NCTCOG and its participants.
The 2021 NCTCOG orthoimagery project consisting of 2,000' x 3,000' (named according to the NCTCOG naming convention) uncompressed 8-bit, 4-band color GeoTIFF files. Products produced were 4-band, 8-bit orthophotos with a 0.5-foot ground sample distance (GSD). Additional deliverables include countywide Multi resolution Seamless Image Database - MrSID imagery (Generation 2 and 4) and project level FGDC Compliant Metadata.
NCTCOG’s goal is to develop and/or update certain geospatial data sets for use by local government agencies, other levels of government, academia, and the general public. Data from this project forms the foundation of the base map, and were developed primarily to support multi-use applications, including homeland security, emergency management, economic development, and the business of government.

Ownership of the data products resides with NCTCOG. Use of NCTCOG Products. The Entity’s Authorized Users may Use the NCTCOG data product in the Licensed Operating Environment for any use that furthers the Entity’s internal operations or in furtherance of the Entity’s mission. Use of Generated Output or Other Data. Except as stated, the Entity will own all original works of authorship it may independently create. Digital output from the Entity’s Use of the NCTCOG Data Product may be resized as desired and printed on black and white, color printers, or map plotters. Such printed hardcopies may be distributed to the Entity’s officers, employees, citizens, contractors, or other persons in the regular course of business for their internal use or in connection with an actual transaction. Such printed output may be further copied, photographed, or reproduced digitally on the Internet. The Entity may charge a fee for such hardcopy printouts that exceed the actual direct cost of production. Without the prior written consent of NCTCOG, the Entity may not otherwise provide copied, digitized, reproduced, transmitted or disseminated, in whole or in part, any of the original digital data product in any form.
All formatted data are validated to ensure proper formatting and loading prior to delivery.
The dataset is complete.
The orthoimagery meets ASPRS Class I Accuracy Standards for 0.5-foot (6-inch) pixel resolution (±1.0 ft RMSE).
The 2021 NCTCOG orthoimagery task (6-inch) was acquired at a minimum resolution of 6-inch using the Microsoft UltraCam Falcon digital camera and Leica ADS100 Airborne Digital Sensor. The aerial imagery was captured to produce orthoimagery at 1” = 100’ scale with a 6-inch pixel resolution. The acquired data was processed and quality controlled immediately.

Images were aerotriangulated to finalize their external orientation. Hexagon ISAT and GeoMedia Pro were used to perform digital point matching/mensuration/block adjustments and quality control queries respectively.

The ortho rectified imagery were mosaicked together to form a seamless imagery database over the entire task order area using the OrthoVista software. The final digital orthophoto imagery (DOI) were extracted using OrthoVista. Final orthophoto non-overlapping tiles were produced in GeoTIFF format (with World files) using a cell size of 6-inch and a tile size of 2,000’ x 3,000’.
