LIRAP/LIP Legislative Correspondence
The Regional Transportation Council and the North Central Texas Council of Governments have corresponded with Texas Legislators to highlight the effectiveness and importance of the Low-Income Vehicle Repair, Assistance, Retrofit, and Accelerated Vehicle Retirement Program (LIRAP), also known as the AirCheckTexas Drive a Clean Machine Program, and the Local Initiative Projects (LIP) program.
These programs assist in removing high-emitting vehicles from the road and are instrumental in uncovering counterfeit and fraudulent vehicle inspections, both of which are key efforts to improve air quality in the Dallas-Fort Worth region.
LIRAP and LIP funding was not fully appropriated after the 82nd and 83rd Texas Legislatures. Though LIRAP and LIP fees continue to be collected in the Dallas-Fort Worth region, the full amount collected has not been returned to the counties. The RTC supports the full appropriation of funds collected under these programs.
