Bicycle and Pedestrian Funding Opportunities

The North Central Texas Council of Governments (NCTCOG) is involved in various national, state, and local funding initiatives that support bicycle and pedestrian education, training, planning, monitoring, and construction activities.

Funding may be available directly through the Metropolitan Planning Organization (MPO) for specific programs or we may act as a resource to identify other funding opportunities that local governments and organizations can apply for directly. The majority of funding sources are portions of allocations provided through each national transportation bill. For more information, please see the resources listed below.


The Transportation Alternatives Program (TAP) was authorized under Section 1122 of Moving Ahead for Progress in the 21st Century Act (MAP-21) and provides funding for programs and projects defined as transportation alternatives, including on- and off-road pedestrian and bicycle facilities, infrastructure projects for improving non-driver access to public transportation and enhanced mobility, community improvement activities, and environmental mitigation; recreational trail program projects; safe routes to school projects; and projects for planning, designing, or constructing boulevards and other roadways largely in the right-of-way of former Interstate System routes or other divided highways.

Current Non-NCTCOG Funding Opportunities

2014 Highway Safety Improvement Program Call for Projects (TxDOT)
(OPEN - DEADLINE April 2, 2014)

Green Ribbon Landscape Funding (TxDOT Fort Worth District only)
(OPEN – DEADLINE July 19, 2014)
The Texas Department of Transportation (TxDOT) Fort Worth District will be conducting a mandatory workshop for those local governments that may be interested in receiving Green Ribbon landscape funding in the 2014 fiscal year (September 2013 thru August 2014).  The workshop will be held at the TxDOT Regional Training Center, 2501 SW Loop 820, Fort Worth, Texas 76133 on June 21, 2013 from 10 am until noon.  This workshop is mandatory and only those entities that are represented at the workshop will be eligible to receive Green Ribbon landscape funding in fiscal year 2014.

The workshop will provide application information required for funding and criteria being used for selection of projects.  TxDOT will have other personnel in attendance that have roles in the development of these projects, for detailed questions that may be asked.

The deadline for project submission was July 1, 2013 to the District offices, and July 22, 2013 to the Austin office. Please see the 2013 HSIP Program Overview for the project submission process.

  • Increase Paved Surface Width of Rural Highways with Current Pavement Width less than 24' and ADT greater than 400
  • Construct a Grade Separation at an Existing At-Grade Highway Intersection
  • Intersection Improvements (signals, lighting, pedestrian improvements)
  • Curve Improvements
  • Off-System Project Proposals
  • Other Safety Improvements

2012-2013 Awarded and Funded Transportation Enhancement Projects

The 2012-2013 Transportation Enhancement Call for Projects opened on September 24, 2012 and closed on November 16, 2012.

On July 25, 2013, the Texas Transportation Commission approved twenty (20) Transportation Enhancement projects that fall within NCTCOG's Metropolitan Planning Area (MPA).

2009 Statewide Transportation Enhancement Program

FWTAexas Department of Transportation (TxDOT) issued the 2009 Statewide Transportation Enhancement Program (STEP) Call for Projects on October 9, 2009.

On January 29, 2010, the Regional Transportation Council approved the following project rankings that have been provided to local TxDOT districts:
