MATA M-Line ADA Accessibility Study
Project Overview
The North Central Texas Council of Governments (NCTCOG) and the McKinney Avenue Transit Authority (MATA) are carrying out a study to review potential accessibility improvements on the M-Line Trolley route in Dallas. This Americans with Disabilities (ADA) Study will develop multiple scenarios for potential improvements to trolley vehicles and trolley stop locations to improve accessibility for riders using M-Line services.
This study began in August 2025 and will continue through December 2026. Study phases include:
- Public & Stakeholder Engagement
- Phase 1 (October-November 2025): Stakeholder interviews, online community survey, and Public Open House #1. These efforts will focus on gathering input on community needs and ideas that will guide study development
- Phase 2 (Fall 2026): Public Open House #2 to review and gather feedback on draft recommendations for accessibility improvements.
- Ongoing: The study process includes a Project Advisory Committee and a Stakeholder Committee representing diverse community interests that will meet multiple times during the project to guide and inform the process.
- Transit Needs Assessment (September-December 2025): M-Line and adjacent transit services and infrastructure will be reviewed in detail to determine accessibility gaps, barriers,and existing conditions.
- Scenario Development & Evaluation (January-May 2026): Multiple scenarios will be prepared to address the identified accessibility gaps. These scenarios will present a range of choices for vehicle and stop infrastructure improvements based on factors including ADA compliance, community needs, and funding.
- Funding Plan (May-August 2026): Cost estimates will be prepared and a range of existing and potential future funding options at the local, state, and federal levels will be reviewed, and a plan created to pay for capital and operating costs related to accessibility improvements.
- Final Report (September-December 2026): A final report will document accessibility findings and recommendations, and provide an implementation plan developed to carry out recommended actions.
