North Central Texas Officials Elect New NCTCOG President and Executive Board
at 2025 General Meeting
Burleson Councilmember Victoria Johnson elected as Executive Board President
City of Burleson Councilmember Victoria Johnson will serve as President of the North Central Texas Council of Governments (NCTCOG) Executive Board for the next year after being elected to lead the 17-member board during the 59th annual General Assembly on Friday, June 13 at the Hurst Conference Center.
Johnson succeeds Collin County Judge Chris Hill, who will serve as Past President. Richardson Councilmember Jennifer Justice was elected Vice President, and Erath County Judge Brandon J. Huckabee will serve as Secretary-Treasurer.
“I am honored to be NCTCOG’s 2025-2026 President,” Johnson said. “I am looking forward to working with the Executive Board as we strive to build on the strong foundation laid by those who preceded us. I am certain that each of us is committed to working on the opportunities and challenges that are presented to ensure North Central Texas remains a premier region in the state and nation.”
As part of the General Assembly meeting, a group of individuals and governments were recognized for their contributions to regionalism and government service. Cedar Hill Mayor Stephen Mason won the William J. Pitstick Regional Excellence Award; Carrollton City Manager Erin Rinehart was named the 2025 recipient of the Linda Keithley Award for Women in Public Management; and the City of Decatur Police Department and the cities of Rhome and Boyd received the Mike Eastland Regional Cooperation Award.
The Linda Keithley Award for Women in Public Management
Established in 1986, this award represents an outstanding woman in public management who exemplifies the high standards represented by Linda Keithley during her 17 years with NCTCOG. This award is designed to recognize service as a public management professional through dedicated performance; service to the public management profession through active participation; and service to the community through civic, church, and charity activities.

The William J. Pitstick Regional Excellence Award
Established in 1993 to recognize an individual for his or her strong commitment to the concept and promotion of regionalism, the award is so named in honor of the late Bill Pitstick, former Executive Director of NCTCOG for 26 years.

The Mike Eastland Regional Cooperation Award
Originally created in 1996 by NCTCOG's former Executive Director, Mike Eastland, as the Regional Cooperation Award. This award was recently renamed as the Mike Eastland Regional Cooperation Award in honor of Mike Eastland's retirement and 32 years of service to our region. This award jointly recognizes two or more local governments for outstanding acts of cooperation. The award honors local governments that promote coordination and cooperation to solve regional problems, who do not allow jurisdictional boundaries to be barriers to solutions to those problems, and who demonstrate that joint projects often can provide better use of resources and high-quality service.
