North Texas Electric Vehicle Infrastructure Call for Projects

The North Central Council of Governments (NCTCOG) is opening the North Texas Electric Vehicle Infrastructure Call for Projects to select public sector properties on which to build electric vehicle (EV) charging stations. NCTCOG was awarded $15 million* by the Federal Highway Administration (FHWA) as part of the Charging and Fueling Infrastructure Community grant program to build up to 100 EV charging ports on public property in the 16-county NCTCOG region. As part of this project, NCTCOG has procured a consultant, Kimley-Horn and Associates, Inc., to serve as the Deployment Dream Team that will assist public agencies in developing their applications and provide support to streamline the project during implementation.

*$931,000 in funds set aside for Erath, Palo Pinto, and Somervell counties is still pending FHWA obligation. Agencies in these areas are still encouraged to apply.

Call for Projects Details

Eligible Applicants

Eligible applicant are all public agencies in the NCTCOG 16-county region, including local governments, transit agencies, school districts, and public universities and colleges. The 16-county region includes Collin, Dallas, Denton, Ellis, Erath, Hood, Hunt, Johnson, Kaufman, Navarro, Palo Pinto, Parker, Rockwall, Somervell, Tarrant, and Wise Counties.

Eligible Projects

Eligible projects include both Level 2 and Direct Current Fast Chargers (DCFC) or a mix of the two. Stations can be located on any public property, such as sports complexes, city halls, community centers, libraries, multi-use service centers, transit stations, and public schools. There is no limit on how many sites a public agency may submit.

Funding

Federal funds will be used for up to 80% of initial deployment capital costs and up to 20% of operations and maintenance costs for selected projects. The remaining non-federal share for capital costs and operations and maintenance costs will be contributed by the EV charging station vendor. Selected public agencies will be required to cash-flow the federal dollars to the EV charging station vendor.

Scoring Criteria

Each submitted location will be scored independently. Locations will be screened for eligibility then scored according to the criteria below. More information on eligibility and scoring criteria can be found in the Call for Projects Guidelines in the 'How to Apply' section below.

  • Areas with Insufficient Charging - Up to 60 Points
  • Areas with Potential Demand - Up to 20 Points
  • Public Engagement - Up to 10 Points
  • Feasibility and Risk - Up to 10 Points


Deployment Dream Team

Kimley-Horn and Associates, Inc. has been procured by NCTCOG to support the program and will provide application assistance at no cost to prospective applicants. Applicants may contact the Deployment Dream Team at EVDreamTeam@Kimley-Horn.com

Professional services and assistance from the Deployment Dream Team can include:

  • One-on-one meetings or workshops
  • Desktop review and fatal flaw analysis of potential sites and assistance with developing a shortlist of ideal sites 
  • Test fits, site visits, conceptual site plans, and conceptual single-line diagrams for shortlisted sites
  • Scoring criteria analysis of final sites for submission
  • Application preparation and submission
  • Continued assistance to awarded applicants throughout the implementation process


Call for Projects Application Workshops

NCTCOG staff, along with the Deployment Dream Team, will be hosting several workshops to share more information about the Call for Projects, answer questions, and allow public agencies to connect with Kimley-Horn and Associates, Inc. for application assistance. All workshops cover the same information. The hybrid workshop at NCTCOG offices will be recorded and posted for those who are not able to attend.

The complete and signed application must be received by 5 p.m. (Central Time) on Friday, October 31, 2025. Applications received after 5 p.m. on the deadline will not be considered and will be returned unopened. The hard copy submittal will count as the official submittal. In addition to the hard copy submittal, NCTCOG encourages electronic submission of the Application and all needed attachments to Bidnet. Electronic-only submissions will not be evaluated.
