Trinity Railway Express TOD Strategic Plan

This corridor planning study is funded by a 2024 Federal Transit Administration TOD Pilot Grant and will create a plan for advancing TOD in seven areas around TRE rail stations in Fort Worth, Irving, and Dallas. These seven stations were determined by eligibility as a core capacity improvement associated with the TRE Double Tracking and coordination with local stakeholders. The plan will focus on improving first/last mile active transportation connections and land use redevelopment actions to advance TOD opportunities, economic development, and increased ridership. The plan will include multiple supporting memorandums and studies including these below:

Existing Conditions Memo (Coming soon from NCTCOG staff)

This will be a data-driven report with qualitative input from local government stakeholders on current conditions impacting TOD at each station area.

Sidewalk First/Last Mile Route to Rail Station Memo (Coming soon from NCTCOG staff)

This memorandum will identify the current gaps and issues with the station area sidewalk networks and present a data-driven prioritization of recommended sidewalk improvements.

Bikeways to Trinity Railway Express Rail Stations Study (Consultant support TBD)

This study will evaluate a selection of roadways and alignments for possible bikeway implementation at Trinity Lakes Station, TRE Centreport / DFW Airport Station, and the TRE Downtown Irving / Heritage Crossing Station. The consultant will create a set of recommended bikeway alignments and then create 15% design schematics with Opinion of Probable Construction Cost. The final recommendations will be added to the Station Area Corridor Development Plan recommendations.

Trinity Railway Express Station Areas Development Plan (Consultant support TBD)

This plan will seek to catalyze land use changes to support TOD around the seven TRE stations. For all stations it will evaluate the real estate market trends and non-transportation utilities impacting land development. For five stations, Trinity Lakes, CentrePort/DFW Airport, West Irving, Downtown Irving/Heritage Crossing, and Medical/Market Center, it will create station area plans focused on implementing land use changes and catalytic projects. Finally, all station area recommendations will be combined and evaluated for corridor-wide impact.

Final Executive Summary (by consultant completing Station Areas Development Plan)

This brief document will cover findings and recommendations of all above studies, reports, and memoranda. It will suggest how together the various improvements may impact TOD, economic development, and ridership on the TRE.
