North Texas Zero Emissions Vehicles Project

The North Central Texas Council of Governments (NCTCOG) is offering up to $55.4 million in rebate funding for the replacement of existing diesel, gasoline, natural gas, or propane Class 6 and 7 vehicles with battery-electric and hydrogen fuel cell electric vehicles through the North Texas Zero Emissions Vehicles (NTxZEV) Call for Projects (CFP).

 Funding is for "vocational vehicles" including box trucks, step vans, refuse haulers, street sweepers, utility trucks, transit buses, flatbed trucks, stake trucks, fire trucks, coach buses, bucket trucks, dump trucks, and more! 

The NTxZEV Call for Projects is open until all funds are exhausted. NCTCOG is accepting applications every 3rd Friday of the month at 5:00 PM Central Time (CT). The upcoming deadline to submit applications is Friday, July 17, 2026, 5:00 PM CT. Applications will be received on a modified first-come, first-served basis and will be evaluated competitively each month.

Step 1: Determine your Eligibility

Eligible Activities:

  • Replacement of existing internal combustion engines (ICE) (e.g. diesel, gasoline, propane, natural gas) Class 6 and 7 vehicles with zero-emission vehicles (ZEV) (i.e. battery-electric or hydrogen fuel cell electric vehicles) 
    • Fleet expansion is not eligible; an old vehicle must be removed from a fleet. See Eligible Disposition Options.
  • Purchasing and installing infrastructure to support new ZEV acquired through the CFP. 
    • Infrastructure alone is not eligible

Eligible Vehicles:

  • Be a Class 6 or 7 vehicle (i.e., Gross Vehicle Weight Rating (GVWR) of 19,501 to 33,000 lbs)
  • Be a Vocational Vehicle (e.g., box truck, step van, dump truck, transit bus, flatbed truck, refuse hauler, street sweeper, utility truck, etc.)
  • Existing vehicles can be any fuel type of internal combustion engine (e.g., diesel, gasoline, propane, natural gas). 
  • New vehicles must be battery-electric or hydrogen fuel cell electric
  • Must operate 7,000 miles or idle 500 hours per year
  • Must operate primarily in the NCTCOG region

Eligible Disposition Options:

  • Existing vehicles can be scrapped, sold, donated, or moved to a reduced service, depending on the fuel type, model year, or applicant. For all requirements, see Eligible Disposition Options.

Eligible Applicants:

  • Public and private sector fleets that have one of the following:   
    • Adopted the Regional Transportation Council (RTC) Clean Fleet Policy  
    • Have a policy consistent with the Clean Fleet Policy (e.g, existing or new corporate/company policy relating to maintaining a modern fleet, the use of alternative fuels or fuel efficiency strategies, etc.)

Step 2: Determine New Vehicle & Rebate Amount

Funding for each vehicle replacement project is limited by the federal cost share percentage or dollar funding cap, whichever is lower. The federal cost share percentage applies to vehicle projects only and the dollar funding cap applies to vehicle and infrastructure projects:

Battery-Electric Vehicles:

  • Straight/Box Truck: 65% or $190,000
  • Step Van: 65% or $160,000
  • Septic or Bucket Truck: 65% or $330,000
  • Other Vocational Vehicle: 65% or $355,000
  • Refuse Hauler: 50% or $260,000
  • Street Sweeper: 50% or $315,000
  • Transit Bus: 33% or $265,000


Hydrogen Fuel Cell Electric Vehicles:

  • Straight/Box Truck: 80% or $400,000
  • Step Van: 80% or $340,000
  • Septic or Bucket Truck: 80% or $670,000
  • Other Vocational Vehicle: 80% or $720,000
  • Refuse Hauler: 70% or $600,000
  • Street Sweeper: 70% or $720,000
  • Transit Bus: 60% or $780,000

Step 3: Collect & Fill Out Application Documents

Step 4: Submit your Application 

To be considered for funding, Application Forms must be completed and signed, and Application Packets must include all necessary attachments and be submitted to NCTCOG offices by the deadline.

Application Packet Must Include:

  • Application Form (completed and signed)
  • Documentation of adopted Clean Fleet Policy or consistent policy (if not on file with NCTCOG)
  • Documentation of existing vehicle operations (e.g. driver’s log, telematic system/fleet management software, fuel receipts, odometer readings, trip meters, service logs)
  • Other Attachments:
    • Documentation supporting estimated costs (optional)
    •  Project-specific Attachments (dependent on project characteristics)


Submission Requirements:

  • Application Packets must be submitted either as a hard copy (paper copy) or a flash drive 
    • For the best format, please print Part 3 of the Application Form on legal sized paper (8.5 x 14 inches)
  • Application Packets must be submitted in-hand via mail or in-person delivery to NCTCOG offices

Zero Emissions Vehicles Workshop

Staff hosted a full-day Zero Emission Vehicles workshop in Grand Prairie, TX. The event brough together fleets and industry experts to share insights on electric and hydrogen vehicles, funding opportunities, market trends, and hands-on experiences with viewings and ZEV ride alongs.

NTxZEV Call for Projects Application Workshops

Thursday, November 6 and Tuesday, December 2, 2025, 1:00-3:00 PM CT

The NTxZEV Call for Projects opened on Friday, October 24, 2025, and the first application deadline is February 13, 2026, at 5 PM CT. During the workshops, staff shared more information on the Call for Projects including an overview of the guidelines and other application materials, frequently asked questions, and the Call for Projects schedule. Staff provided information on technical assistance and resources for prospective applicants.

September 5 NTxZEV Information Session

This session was held to provide an overview of EPA guidelines and offer participants the opportunity to provide input on the structure of the upcoming Call for Projects. 


DFW Clean Cities: 3-Part Heavy-Duty Zero Emission Vehicles Webinar Series

This three-part webinar featured presentations on Battery Electric Vehicle and Hydrogen Vehicle 101, investments in zero-emission vehicles, funding opportunities, and other resources. Speakers included Peterbilt, Southwest International Trucks, Mack Trucks, Global Environmental Products, and Oshkosh Corporation.
