Eligibility Requirements and Funding Levels

Eligible Activities: The replacement of existing ICE Class 6 and 7 vehicles with ZEV. Projects may include battery-electric and/or hydrogen fuel cell vehicles, as well as the installation of supporting charging or fueling infrastructure, as needed.

Eligible Applicants: Eligible applicants include public and private sector fleets who have adopted a policy consistent with the Regional Transportation Council (RTC) Clean Fleet Policy. This policy, or similar, must be adopted prior to the application deadline.

Eligible Project Area: Vehicles must operate primarily within or frequently travel through the 16-county (Collin, Dallas, Denton, Ellis, Erath, Hood, Hunt, Johnson, Kaufman, Navarro, Palo Pinto, Parker, Rockwall, Somervell, Tarrant, and Wise) NCTCOG region. Supporting infrastructure must be located within the NCTCOG region. NCTCOG acknowledges that many eligible vehicles may not stay confined to the NCTCOG region. Thus, NCTCOG may award funds to vehicles that demonstrate a substantial portion of operation in the area bounded by the interstates that comprise the Texas Triangle as shown in the map below.

Project Selection: NCTCOG will select vehicle replacement activities and program beneficiaries through the NTxZEV Call for Projects. Review NTxZEV CFP Guidelines for more information on project selection.

Funding Levels:  Through the NTxZEV CFP, there is approximately $58.6 million available in funding. EPA has established eligible funding amounts available for each vehicle and fuel type, as seen in the table below. Funding for each vehicle replacement project is limited by the cost share percentage or dollar funding cap, whichever is lower.
