L0273:  Managing Floodplain Development through the National Flood Insurance Program
This 4-day course will describe important aspects of basic floodplain management practices. Additionally, this course includes an overview of the NFIP, outreach and risk communication techniques, utilization of Flood Insurance Studies and maps to determine the flood hazard risk at given sites, and NFIP minimum floodplain requirements. This class will be offered free of charge, but participants are responsible for their own meals. Digital TFMA Certified Floodplain Manager (CFM) Certification Exam
Following the four-day course, the Texas Floodplain Management Association (TFMA) will be administering the Certified Floodplain Manager (CFM) exam. The exam will be held in the same location as the course on Friday, December 8th. The exam will be completely digital. Registrants looking to take the exam must bring their own laptops (no Chromebooks, Macs, tablets, etc.) For questions about the CFM exam, please contact Selina Mirza at ssmirza@tfma.org.

 

Prerequisites

L0273 Registration Instructions
FEMA requires online registration for this course. The process requires registering for a FEMA Student Identification (SID) Number, or using your FEMA SID number. Directions for both getting a new SID and looking up your SID can be found below. The FEMA SID will also allow you to receive a certificate of completion for the L0273 course from FEMA. Once approved for the course, you will receive a follow up email with more course information and suggested pre-course study. 

  1. To begin registration, click on this link, the NETC Online Admissions Application: https://training.fema.gov/generaladmissionsapplication/staticforms/startapplication.aspx. You will need to use a desktop computer, because the site is not compatible with mobile devices. You will need to enter the Invitation Code for this course: JW6LA

  2. Throughout the application process, it will ask you for contact information such as address, phone numbers, email, and information about your current job, work experience, etc. Please be prepared to move through these questions – if you sit on one page too long, it will time out and you’ll have to start again.

  3. At the page where it asks for attachments – you do not need to upload any attachments.

  4. At the page where it asks for Application Endorsements – you will provide the information seen here. This allows the POC to approve the registration, keep track of registrations, and send follow up emails. Do NOT enter your own boss’ information.

Once you have registered, you will receive a confirmation email stating that the course POC will provide approval. Once the POC provides approval, you will receive a second confirmation email stating that you are enrolled.

To obtain or lookup a FEMA Student Identification (SID) number:

  • Click here: https://cdp.dhs.gov/femasid

  • You will receive your SID number immediately online or through email confirmation. You should save this number in a secure location.

  • Go back and enter the SID number on your Admissions Application. Applications will not be processed without the FEMA SID. 


TFMA Certified Floodplain Manager (CFM) Certification Registration
For those choosing to test, all the steps with TFMA must be complete. All must be completed in its entirety by: November 13. After this date, we will no longer accept applications. 

  1. Join TFMA and pay the Full Member rate of $50.

  2. Complete and return the CFM® application to: TFMA@tfma.org. Click here to download.

  3. Pay the $150 CFM® exam application fee.  Click here to pay your fee. Please ensure you login to your member profile before you pay.

  4. Register for the group digital exam. Make sure you login to your member profile before you register.

  5. Final step: complete the one-page ASFPM application. TFMA will email you the one-page application for ASFPM to include the $85 ASFPM imposed fee.
